I am a little uncomfortable with the use of the phrase "The purpose of the route is to...."
Per Adventure Cycling Association "the goal of the U.S. Bicycle Route System is to provide the opportunity for more people to travel by bicycle, especially for medium and long-distance travel."
I think any sort of mission statement should acknowledge the overall intent of the USBRS, that being, an identified route suitable for the long-distance bicyclist.
Fund towns and harbors, recreation areas, scenic vistas and natural features can be included and are going to be a an important element to attracting tourists, but the actual purpose is to create a route for touring bicyclists.
