Thanks for writing. To get the most current information we have about an individual state's progress on implementing USBRs, see this page:

http://www.adventurecycling.org/routes/usbrs/

Once there, click on the state you are interested in and it will take you to the update.

I don't know who you wrote to but many of the state bicycle advocacy groups are run by volunteers in their spare time. It could be that they just haven't had a chance to get back to you yet. Also, you could check out the Bicycle Suitability Map that Arkansas provides at the DOT page to get you started:
