Tubus Duo Lowrider rack is about as simple and plenty strong for a front rack.

Here is somemore info:

Lowrider Tubus Duo Rack is made of tubular chromoly. Front lowrider rack will fit forks that have brazed-on rack fittings on both sides of the fork blades. It is a very clean fit with no tubes crossing over the front tire. It is very light weight and stable, and it is one of the best looking front racks ever. The Duo fits both 700C and 26 inch wheels. It weighs 490 grams (17 ounces). The load capacity is 15kg (33 pounds). The Duo top rails are 10 mm in diameter. The lower tubes are 16mm in diameter. The Duo includes extra eyelets for mounting front fenders.

I have a used one for sale on my Garage sale blowout ad. in the adventure cycling forum classifieds, but you need to have the brazed on rack fittings on the inside and outside of the middle of your fork legs to use this rack.
