Spokes do become brittle with age, when you get 3 or more spokes
it's time for re-lacing, all new spokes. If you don't you will continue
to break more spokes.

I have had 3 sets of velocity rims never had any problems.
I am researching a set of wheels for touring. I live only 5-8 miles from
where they are made. I know one of the builders, he is top notch.
First they will only use their spokes. good spokes.
They will build a wheel with any hub, if you want one they don't offer
you have to provide them the hub.
This is what I considering, you said you want "bomb proof" the following
is and is probably overkill.
Front hub: SON Tandem; 40/48 spokes, SON 28 and the Tandem is about $15
Rear hub: Phil Wood  Touring hub 40/48 spokes
Rims; Front and Rear: Velocity 40/48 spokes
I'm no expert but you indicated "bomb proof"

If your bike is loaded chances are someone is not going to pick it up and throw it in the back of a truck.
Other options:
use black(less noticeable) velcro to lock brake levers to bar
use velcro apply brakes and wrap the velcro around the brakes and wheel
when you stop shift to the highest gear, yea it's a bitch when you have to get started.
remove back wheel quick release, if someone tries to ride off the rear wheel will come off,
yea your derailer might get bent or broke but you will still have your bike and hopefully the
would be thief receives some painful injuries.

I use a good plastic cage, I only use Thermos brand insulated, 18-20 oz of fluid, CVS $20.00. I put Ice in them in the morning, put as many cubes in as possible the size from ice trays. When I used them for work and came home I would still have ice in it. On a hot summer day if you refill with cold liquid the ice will last most of the day. If it melts with I get to a stop n rob I purchase a bag of ice and refill and let others use the rest.
Another thing I do when it is hot out, when I make a stop at a stop n rob I always put my helmet in the ice freeze, remember to get it before leaving.
If You choose to use metal cages use the spiral plastic (looks kind of like a springs) they are use for enclosing multiple wires, wrap on metal cage where metal bottle makes contact.
DO NOT PUT ANY KIND OF TAPE ON YOU BOTTLES, if you use sports drink and it gets on the tape, you will get sticky fingers, gloves and bars.
