General Discussion / Dry Bag Sizing?

I am planning my first 3 week tour and was hoping for some thoughts on dry bag size. I have Sea to Summit 13L for my sleeping bag, 8L for pillow and sheet, Garbage bag for sleeping pad. 13L maybe for tent or not. What about clothes? Any size recommendations? I am using non waterproof panniers.

I am planning on this ride in March, starting in St Augustine. I will not be going to the keys but using the connector route from Ft Lauderdale to Ft Meyers. I was wondering with head-winds etc if it's better to travel clockwise or counterclockwise.
St Augustine-Ft Lauderdale-Ft Meyers-St Augustine
or
St Augustine-Ft Meyers-Ft Lauderdale-St Augustine.

Gear Talk / What size panniers and how many

I am a recumbent rider and have toured with Arkels t42, 2550ci.  Which I think are outstanding and the company to be one of the best customer service oriented I have come across. Enough room for a 4 day tour without carrying food and utensils.  I have looked at the new RT60, 3650ci which look humungus.  I am more inclined to get a second set of panniers for my underseat rack, probably 1700ci from Inertia.  It seems 2 sets of panniers may be more convenient for accessing.  As I am new to self contained touring I was wondering what size panniers people feel they need and whether they prefer 1 set of large bags or 2 sets
