I am planning on using it in both. I believe it fits the rules for Europe and provides a saving. With regard to the states their is a good bike in a box alternative but only for 8 of the 35 Amtrak routes.

Has anyone ever used one? I'm thinking of buying one of these:

Handy if you use the train.

You may wish to extend your trip to surrounding countries. I crossed Belgium in one day. I appreciate you wish to explore the country but in 3 weeks you could see some of France, Holland and Germany.

Bruge is a must see in my view and cycling across Flanders had its own windy charm.

Nae nae and thrice nae. They are huge and can barely charge a phone. Presumably if you need one you will be on a distance tour so weight and space is at a premium.

Personally I think your bike choice depends heavily on the terrain you intend to cover, the distance you want to go and how much weight (or creature comforts) you intend to carry.

Could you give us an outline?
