Laptop Handlebar Bag?

One of my riding friends has asked me if I know anyone who makes a handlebar bag for a laptop computer (10"x12"x2") Aside from my personal reservations about putting a laptop up front, anybody have any answers for him?

No one makes one because it's a silly idea. Buy any bag that fits the
machine and then head to Home Depot for some hardware. Easy to
hang it but it could be rigged flat with extension rods from the front
fork eyelets.
 
You do not want that kind of mass up front on the bars. Get any
handlebat bag and fill it with the same mass (including everything else
he'd have in the bag) and put some miles on the bike. It just ain't safe.

I know. Steve found something from Jandd he thinks will work. I can't imagine why he wants to do this. I guess I'll have to wait until we ride together atfer the snow melts, and see.

Aren't there panniers made specifically for that?  Having it hanging facing the direction of travel will add a lot to the wind resistance.  It would be much better to use a pannier, whether front or rear.
