Galena IL to Dubuque IA

Planning this spring's adventure through northern Illinois and southern Wisconsin.  I'm trying to find a route from Galena, IL to Dubuque, IA.  It's only 16 miles on Hwy 20 but that looks unpleasant  - no shoulder and fairly heavy traffic.  Any locals that ride this route?  I may have to give up on Galena and come in through Wisconsin  (Fairplay or Sisinawa).

Above is how TOMRV does it.  The directions for Galena to Dubuque is near the bottom of the PDF.  Tour of the Mississippi River Valley is held first weekend in June each year.  Its not a great route but its the only one.  There are only so many ways across the river.  You're crossing the river on a big four lane bridge with some traffic.  There is a shoulder.

Having done the TOMRV multiple times, I can tell you the TOMRV Route is very doable.  The 4 lane bridge has a very wide shoulder and you should have no problem.
