2 stem configuration

I have seen several touring bikes with a two stem setup, one above another. The top stem mounts the handlebars and the lower stem mounts a 12" straight bar that has the handlebar bag ount and/or light mounted.  Does anyone know a source for the lower 12" straight bar  or if anyone makes a special purpose stem that takes up less space on the fork tube?

Good people to deal with, and the accessory bar holds an Ortlieb bag bar with no problems, at least so far.  Be warned, shipping costs as much as the bar -- you're getting it from overseas, after all!

I think you could make the 12" auxiliary bar cheaply from a surplus straight bar and a hacksaw.  Try your LBS for the lowest cost bar they have or ask if they have a take-off bar they would sell at little to no cost.   Bike co-ops should have a whole bin of suitable starting material at nearly no cost.
