Will be taking Kalman Irme line from Budapest to Munich then ICE to Brussels. Will we need to put bikes in bags? We would rather not carry bags.

As for ICE, see this:

http://uk.voyages-sncf.com/en/trains/ice/services

"You can take bicycles on board an ICE train as long as they are folded away in a bike bag.

If you’d like to take a bike that doesn’t fold away, you may want to consider the luggage courier service. Your bike will be delivered to your destination for a charge of (currently) €25.80."

Thanks,  I hadn't found this website.  Looks like we will be taking the bags.

Does this mean you can take a standard bike but it just has to be packed in a bag or that the bike must also fold, like a Bike Friday, Dahon, S&S coupled frame or similar?  If it requires a true folding bike, just having the bag won't be enough.

I read it to mean you need a folder.

I wasn't completely convinced of bikes in bags being allowed.  Then I found this and think they are.

Based on that, and assuming it is accurate, I would agree that a full-sized bike that has been dismantled and bagged is allowed. Seems that "folded away" includes "dismantled."

Seems a bit extreme, having to dismantle your bike and put it in a bag! Folding bikes fair enough...but a normal bike? In the UK at least I know that bikes can be taken on trains and there are special rails in certain bits of carriages that they can be locked to. Seems more sensible!  ;)
