Take it back and ask them to fix it.  They should do so at no cost.

Either it is not correctly adjusted, or your particular pad/wheel/brake combination requires an unconventional toe-in.

I have to clean my front rim 1st with dawn dish soap and rise with water

I had a squealing SD-7 on the front. I tried cleaning the rims both with alcohol and detergent - no change. Tried no toe in, some toe in, ridiculous toe in - made no difference. Jagwire pads helped a bit. Eventually replaced the SD-7 with a Single Digit Ultimate brake using KoolStop pads with no toe in. Now it's silent and works beautifully. Two weeks ago I came down the Leggett climb with silent braking. I've still got an SD-7 on the back. It never did squeal. Beware the Ultimate is 5 times the cost of an SD-7.

On 11-8-16 I cleaned my front Velocity Cliffhanger 26in MSW with dawn dish soap and water and rise with water with  Scotch-Brite Dobie Cleansing Pad and still squealing like a pig... and maybe if I use the Scotch-Brite non-scratch scour pad??

The only time I wasn't able to fix squealing with adjustment was using an old pair of Avid Arch Rival brakes, on our 'bent tandem.  These had a compound mechanism.  All four pivots were getting loose with age, and I suspected this was the cause.  New brakes fixed it.  I kept the OEM Avid pads, I think they work really well.

I also used the Ultimates; I was unwilling to compromise braking ability on a tandem that is used for loaded touring, sometimes in mountain terrain.

What I am going to do about my Avid Single Digit 7 V-Brake with
Kool Stop pads..

Kool Stop V2 type brake inserts
Front Black/Salman now and in December 3, 2016 I will order
some Kool Stop V2 type brake inserts in Black

Using Kool Stop V type brake inserts Rear Black/Salman do not Squeal like a pig

Drown it with banjo music  ;D

In addition to the suggestions above, check the tightness of mounting bolts and maybe re--grease mounting pins liberally to dampen  micro vibrations.
