The new route is in fact open and very scenic and low-traffic though also very steep.  Note that that route shown in the map included in the post by Anonymous is inaccurate -- it shows the old alignment that has been replaced by the new route.  Not a big deal since there is no ambiguity about the right route.  Google shows the correct new route.

I was on the new section about a year ago and it is pretty nice.

While it is a bit steep, you can cut over onto the old road (prominent yellow gate) before the very steepest (18%+) part of the new road.  The old road is a bit rough and has some dips in places but is just fine on most any bike.

As always on the Pacific Coast route, most any mile not on the 101 is a good mile.
