Southern Tier - best time of year to do it ?

What are the best options for doing the Southern Tier ?

Travelling East to West - March to May , 3 months time allowed...For a novice cyclist.

Alternatively in the Fall ? when is the latest to cycle before the Snow in the Rockies ? Are the winds or weather bad in the Fall ?

When is the best time to ride a specific route?
Southern Tier:Early fall to late spring, and into summer in the east. Caution: Snow can occur at any time in the higher elevations in the Southwest, with the highest pass in New Mexico being over 8,000 feet.
