Are Masks Now Required While Riding on Federal Roads ...
in that and to the extent that it is 'federally owned property?'
I tried to read and understand the related just released Executive Order
(I no longer have the Link)
but my average brain could not figure it out,
so I thought best to post the question herein.

I read it and reread it and decided that the answer was probably no, but the language wasn't very clear.

Unless it's a road on a military base or in a national park -
All roads are "owned" by the states - even interstate highways.
(And in national parks, strict guidelines already apply.)
So if you are riding on US 101 in Oregon - Oregon regulations apply.

What are those guidelines with regard to masks while riding?  I have not read anything that clearly stated that they were required.  Some statements seemed to vaguely imply they may be required.

Read the executive order carefully. It requires compliance with CDC guidelines when on government property. There is no general mask mandate. I have never seen anything from the CDC that recommends wearing a mask when you are not in close contact with others. Just the opposite:
