Restore purchases

I bought the Lewis and Clark Trail Sections 1 and 2 several years back (About 2 tablets and 3 phones ago) and recently upgraded to new of both. I have tried to restore the maps to the new devices and they don't seem to exist anymore under any of my three e-mail addresses. How do I get the maps back on my devices? I plan on doing miles in both Iowa and South Dakota later this year.
