Looking for road forums.

I have read Title 23 of the United States Code. The Acts of congress written before the United States Code concerning roads. The Manuel of Uniform Traffic Control Devices. ASTM on the physical construction of roads. In fact I have forced governments to obey the contents of these books. But sometimes the government does something stupid which gets people killed. Risk management generally realizes it is cheaper to do what I ask of them rather than pay for the lawsuits later. So I need a forum where I can describe these problems to people who understand them. An example I found a highway drain which drains into the electronic controls of the cross walk signals. The signals don't work and they are in front of a school. I ordered the Sheriff to post cross walk guards until the signals are fixed. By ordering the sheriff this insures that he is investigating me. This way when a child gets run over the government can't say they didn't know the problem existed. I would like to dedicate this post to class mate Beverly Arterbury who was killed crossing a highway in front of a school.
