securing panniers during the day

 am planning a tour
it is likely i will want to do some daytrips
every now and then in between stops
during the day
without being loaded down by the panniers
any suggestions on how to secure them
off the bike?

a similar question arises
when i need to walk to see what i want to see
without the bike
how can i secure the bike and the panniers
while i'm walking around town?

Well, I don't know if I can answer the first one, but I'll tell you about the second one.

In general, the Adventure Cycling routes go through small towns.  Most of the time we just left our bikes fully loaded and unloaded near the entrance to stores and shops.  Never had a problem.  However, when in a populated place, like Niagara Falls, we did lock up our bikes.
