Hi folks,

My cycle's crankcase has developed some play. I can feel it (like a double click) when I ride. When off the bike I can move the crank in and out about an eigth of an inch. I tried tightening the locking collar but it's already tight.

Any suggestions?

It sounds like one of the bottom bracket cups is loose.  What you need to do is loosen the locking collar and screw in the cup until the play is eliminated but there is no drag on crank.  Once you have the bottom bracket re-adjusted, screw the locking collar back on.  

The tool for adjusting the cup is very specific and you may need to buy one.  Of course, you could always take the bike to a bike shop and ask them to adjust the bottom bracket for you.

If it is a cartridge style bottom bracket, it needs to be replaced.
