If you should put 60% of weight in front panniers and 40% in rear when you use a double set up. But you want to go light and only use one set of panniers what is will give you the most stability, rear rack/panniers or front rack/panniers?

I would think if you just consider weight distribution, most of your weight is on the back of the bike so putting just 2 panniers on the front would even things out.

However, I personally prefer just to ride with 2 panniers in the rear (if only using two). More so cause it's more convieniet to prop the bike up that way, it impedes road vision just slightly and also my MTB has rear eyelets and I already have a rack back there. My front rack I use is a QR rack from OMM but I prefer just to use 2 rear panniers when only using two.  YMMV, of course, the only real way is to try them out both and see what you like. People go both ways and it's really a matter of preference.

I think Jay has it right.  For a light load, it doesn't matter much and most people do what ever is most conveniant.
