I've ridden the 25c with up to around 275 lb total load.  I thought they were an average all around tire and well worth the low price.

I have recently purchased the Schwalbe Marathon Supreme from

and am delighted with them. Low rolling resistance, very tough tire, long expected mileage, a very comfortable ride. I definitely recommend them for loaded touring. They have only been out for a month or so and not every dealer may actually have them in stock. Be sure to ask if you place an order.

Here's my two cents: My wife and I rode across the U.S. last summer (about 3700 miles).  She had Conti Top Touring and I had Panaracer Paselas.  I went through 4 tires by the time we got to eastern Montana- two of them wore through the tread to fabric.  She got zero flats and is still riding on her Contis- still no flats.  I ended up buying four Contis in Minot, ND and I'm still riding on them.  Continental Top Touring 2000 tires are IMHO the best touring tire you can buy- they are still available, but soon you won't be able to buy them.  I wouldn't waste my $ on Panaracers.  Don't know about the Marathons.

I'm starting my tour in 2 weeks and needed a reliable tire to have as a back-up.  I ordered 2 'Supremes'on back-order and hope to have them before I go.  I currently ride on Schwalbe Marathons, have about 2000 miles on them and the only flat I've ever had was in my garage!!!!
