I'm looking for a used but well cared for 42cm Surly LHT (the smallest). A plus if it's blue!

Or if you have a really small touring bike about the same size that could stand up to cross-country touring, I'd consider it.  I'm 5'1" w/ 28" inseam barefoot.

I'm located in Philadelphia, but would be willing to travel to nearby NJ/NYC/PA/DE, etc. to pick-up, or if it's far away, arrange for shipping.

With your inseam, you could probably ride a 50CM frame.  Someone else on this list has a bike that sie, but it is in Santa Barbara.

I see you received a post about fitting a 50cm and being close to your size myself, I don't think a 50 cm would fit you. The leg length might work with the seat all the way down, but the reach would be tough (unless you have a really long torso and arms). I'm 5' 2 3/4" with an almost 30" inseam and I am on the border of being too short for a 50cm (like one inch shorter in any direction and it wouldn't have worked), that's why I think a 50 wouldn't work for you.
I know you could fit a bike up to 47-48cm though. This would definitely broaden your search. Surly makes a 46cm LHT.  Hopes this helps.

I have a 42" Surly LHT but I don't want to sell it!  I love it!  I am 5' 2"  (110lbs.) and it fits me perfectly.  I sat on my sister's 50"  LHT and it was HUGE.  The reach was WAY too long and it was uncomfortable.  I can ride my 42" all day long and it is comfortable.  It has been to Ecuador and all over the U.S. and it is just bomb-proof.  Make sure you don't get talked out of the right size-it has made all the difference for me.  Good luck.
