The writer shows his inexperience and lack of skill at handling traffic.  Then it's interesting but not surprising that his first recommendation is to wear a helmet-- which is of course a good thing to do, but the helmet is powerless to avoid an accident.  It's only there to try to reduce the injury after the safety factors that should go ahead of it failed.  I didn't see any mention of a mirror, and so many of the problems he mentions could have been avoided with a mirror.
